PR1MA Bill 2011 Tabled For First Reading

The Perumahan Rakyat 1Malaysia (PR1MA) Bill 2011 was tabled for the first reading in the Dewan Rakyat, here, Monday.

It was tabled by Deputy Minister in the Prime Minister’s Department Datuk SK Devamany.

The bill seeks to provide for and regulate matters relating to the development and construction of housing, infrastructure and other facilities under this 1Malaysia people’s housing programme (PR1MA).

It is also to address the need for sustainable housing and community living in urban areas and geared towards creating a strategic socio-economic housing development model.

The bill also seeks to set up the Perumahan Rakyat 1Malaysia Corporation, which consists of a chairman, not less than two but not more than five representatives of the federal government and not less than three but not more than five other members, and a chief executive officer.

They will be appointed by the prime minister.

The corporation will function to promote and implement policies relating to PR1MA development and PR1MA complexes, and to plan, supervise and execute the design, construction and maintenance of PR1MA complexes.

Its functions also include managing and monitoring housing under PR1MA development, as well as to monitor, manage and regulate matters relating to the ownership and tenancy of PR1MA homes.

It will also prescribe the criteria for applications to purchase or rent PR1MA homes based on factors such as Malaysian citizenship, income level and status of ownership of property of applicants.

Clause 31 of the bill seeks to provide for the criteria of eligible person applying to purchase or rent PR1MA homes while Clause 33 requires the allocation of PR1MA homes to eligible persons be carried out in a transparent and fair manner.

The bill, once passed, will empower the corporation with rights to repurchase PR1MA homes from owners who breach its regulations, and that repurchased PR1MA homes be allocated to other eligible persons.

It also seeks to establish the “Eligible Persons” Assistance Fund to pay any expenditure incurred under the assistance programme for eligible persons to purchase or rent PR1MA homes.

An Appeals Tribunal will also be set up for the purpose of reviewing any decision or direction of the corporation or appeal .

The bill will be known as Perumahan Rakyat 1Malaysia (PR1MA) Act when passed.
