10 PR1MA sites for Penang
GEORGE TOWN: The Government has identified 10 locations here for its Perumahan Rakyat 1Malaysia (PR1MA) affordable urban housing programme.
PR1MA Berhad’s chief executive officer Datuk Abdul Mutalib Alias said the residential units would be built in Bukit Gelugor next year.
He said the “secure, 30-storey lifestyle condominiums” would be built on three plots of land measuring a total of 8ha as part of a mixed development project.
He said that PR1MA would adhere strictly to the local council’s density and plot ratio.
Due to land scarcity, the new planning features will include sky gardens.
“Some 20% of the leasehold project will comprise commercial units.
“This is a very nice area it will be the Bangsar of Penang.
“The surrounding projects are priced between RM520 and RM600 per sq ft PR1MA homes will definitely cost much less but let’s wait for Prime Minister Datuk Seri Najib Tun Razak to announce the price and details,” he said here yesterday.
Nine other project sites have been identified on the island and mainland pending a final decision from the Government.
“We are only looking at Federal Government-owned land here as well as plots owned by Perda and JKP Sdn Bhd.
“Some projects on the mainland may even be landed property,” he said.
He said PR1MA was unique because it is both a quasi-regulator and a developer.
PR1MA information and communications technology vice-president Noorul Amilin Mohd Daud said some 2.5 million Malaysians are expected to participate in the online registration for the 80,000 PR1MA homes to be built in 50 cities and towns nationwide once launched by Najib here today.
Abdul Mutalib said everything would be done online, including the submission of documents.

Malaysia Budget 2013 on Property

The Budget 2013 was presented by our Prime Minister yesterday and he has announced that a total allocation of RM251.6 billion will be available for next year.
The 2013 Budget will focus on improving the quality of life of the rakyat, ensuring sustainable economic growth, spending prudently and reducing the fiscal deficit with the overall objective of prioritising the well-being of the rakyat. The Government will ensure that the rakyat enjoys excellent services and obtains maximum benefits from the implementation of development projects and programmes.
The 2013 Budget is designed based on the theme “PROSPERING THE NATION, ENHANCING WELL-BEING OF THE RAKYAT: A PROMISE FULFILLED”
In the Budget 2013, Prime Minister has announced some good news for Malaysian with regards to house, property etc. Lets see some of the highlights :
- RM1.9 billion to be allocated to build 123,000 affordable housing units in strategic locations, to be implemented by PR1MA, Syarikat Perumahan Nasional Bhd and Jabatan Perumahan Negara.
- A total of RM500 million will be spent by PR1MA to build 80,000 houses in major locations nationwide with the selling price ranging between RM100,000 and RM400,000 per unit. Among the locations are Kuala Lumpur, Shah Alam, Johor Bahru, Seremban and Kuantan.
- Real property gains tax (RPGT) from disposal of properties made within two years of date of purchase to be taxed at between 15 per cent and 10 per cent of disposal of property within a period of two to five years. For property disposed of after five years from the date of acquisition, RPGT is not applicable
- RM100 million to be allocated to Housing and Local Government Ministry to revive 30 abandoned housing projects, and tax incentives to private sector to encourage its involvement in reviving the projects.
- My First Home Scheme, which was launched under the previous Budget, will be improved by increasing the income limit for individual loans from RM3,000 to RM5,000 per month or joint loans of husband and wife of up to RM10,000 per month. In addition, the requirement for a savings record equivalent to three months instalment and minimum employment of six months will be abolished.

In the 2009 Budget, the Government had given a 50% stamp duty exemption on the instrument of transfer agreements and loan agreements for the purchase of the first residential property of up to RM350,000. The Government proposes that the stamp duty exemption is extended to 31 December 2014 with the price limit on residential properties raised to RM400,000.

My First Home Scheme

Syarikat Perumahan Nasional Bhd (SPNB) has urged the government to review the concept and effectiveness of My First Home Scheme.
It said the government should also consider reducing housing loan interest rate and extending the repayment period to cater to the needs of the low-income families.
Its managing director, Datuk Dr Kamarul Rashdan Salleh, said many first-time buyers wanted to buy the houses but could not afford them, especially in the Klang Valley where the prices were high.
“Maybe the government can boost the efficiency of the housing scheme. It also need to reduce red tape to allow the buyers to get housing loans even it is based on their net pay,” he told reporters at his Hari Raya open house here.
He said the prices of the houses this year were high due to various factors, among them the high land prices in the Klang Valley. Kamarul said SPNB would help the government and rakyat by capping the prices between RM65,000 and RM75,000.
